Public Offer Agreement

General Provisions
1.1. This Agreement is an official public offer by the "VinScan" service, hereinafter referred to as the "Seller", regarding the provision of digital vehicle history report services. The offer is addressed to an unlimited number of persons through the website https://vinscan.online (hereinafter referred to as the "Website").
1.2. Acceptance of this offer is confirmed by the fact of payment by the Buyer for services ordered under the terms of this Agreement.
Terms and Definitions
Product – a digital vehicle history report;
Online Store – an online platform for ordering Seller's services;
Seller – the "VinScan" company providing vehicle history reports based on VIN or license plate numbers;
Buyer – an individual who has ordered and paid for services under the terms of this Agreement;
Order – the Buyer’s request for a digital report, placed and paid for on the Website.
Subject of the Agreement
3.1. The Seller undertakes to provide the Buyer with a digital vehicle history report under the terms of this Agreement, and the Buyer undertakes to timely pay for the service.
3.2. The service is available for download or viewing on the Website after successful placement and payment of the Order.
Ordering and Payment Procedure
4.1. The Buyer selects the necessary service on the Website and makes payment for it.
4.2. Payment is made online using payment systems available on the Website.
4.3. After successful payment, the Buyer receives access to the digital report.
4.4. In case funds are not received, the Online Store reserves the right to cancel the Order.
Refund Conditions
5.1. Refunds for digital services provided are possible only in cases of technical malfunction or the provision of a report that does not match the advertised specifications.
5.2. To request a refund, the Buyer must submit an inquiry through the Seller's contact form or email.
Rights and Obligations of the Parties
6.1. The Seller has the right to:
- Temporarily or completely suspend access to the service for technical maintenance;
- Unilaterally change the terms of this offer with mandatory publication of changes on the Website.
6.2. The Buyer is obliged to:
- Provide accurate information when placing an order;
- Timely pay for the services;
- Not distribute the received information to third parties.
6.3. The Buyer has the right to:
- Receive the selected digital report after payment;
- Contact the Seller to resolve technical or other issues.
Liability of the Parties
7.1. The Seller is not responsible for:
- Discrepancies between the Buyer’s expectations and the content of the report;
- Temporary service unavailability for reasons beyond the Seller’s control;
- Incorrect data provided by the Buyer.
7.2. The Buyer is responsible for maintaining the confidentiality of their authorization details.
Confidentiality and Personal Data
8.1. The Buyer agrees to the collection, processing, and storage of their personal data for the purpose of executing this Agreement in accordance with applicable Ukrainian law.
Duration of the Agreement
9.1. This Agreement enters into force upon acceptance by the Buyer and remains valid until the full fulfillment of obligations by both parties.
9.2. The Seller reserves the right to make changes to this Agreement, with mandatory publication on the Website.

The fee we charge is solely for the collection and organization of publicly available information. We do not claim authorship of these reports; they are exclusively created by CARFAX, Inc. These reports are not considered private information as they are accessible online without requiring authorization.
